Well, I want to see a search warrant. OFFICER: You're not going to, because there isn't one.
Why did you stop me? I mean, you drove up to it. You crashed. [yelling] Right now, you're under arrest for being an idiot.
OK? We don't need to be on the news. [yelling] OFFICER: Most people we're dealing with tonight
are like yourself. You're very pro-police. [theme music] NARRATOR: This program contains actual police footage.
No reporters. No recreations. We're on our way to a B&E in progress. Apparently, a neighbor has seen somebody go inside a house.
And nobody's home at this house, because they're on holidays. So he's phoned us and asked us to take a look.
DISPATCHER (ON RADIO): Come back for 13. Yeah, the house in question is the one right
adjacent to the property here. DISPATCHER (ON RADIO): Your radio is very faint. Is that that we've got the right house?
10-4, yes, the house right next door to the property here. Hi, Vancouver police.
You live here? Yeah, I just woke up. Who else lives here? Just myself. I got a couple of roommates.
How many people are in the house? Four. One just got home from a bar. From the bar?
Yeah. Who just came home now? You want to come out here? 5 echo 13. [chatter] DISPATCHER (ON RADIO): 5 echo 13.
Yeah, we've managed to raise somebody here. We're just speaking to them at the back door.
DISPATCHER (ON RADIO): 10-4 speaking to a party at the back door. Oh, that could have possibly been waking me up.
They just-- Yeah, just do that all the time. Well, yeah, they're going to keep forever.
Did you just climb through the window? Nah, he was snoozing too. OFFICER: Is there one more guy in there?
Yeah. OFFICER: Can you get him to come out here and talk to us? Yeah, sure, OK. Sorry for the inconvenience there.
OFFICER: No, that's no problem. OFFICER: Just the two guys in there? MAN: No, no.
There's Cory, my cousin. Yeah, that's the guy. - Did you just come home? - Yeah.
Yeah, that'd be him. The window. What's your name? Cory. Cory what? [bleep]. Sorry about waking you guys up.
I guess they would have handled a knock on the door a little easier. Who's actually living here?
Myself. You, right? Yeah. No one else in the house? No. You rent this place? Yeah, I've been here for about a year and a half.
Were you sitting in their back patio at any point in time? - No. - No? No. But you just climb through it?
MAN: Yeah, just inside here, right. Just to get up and to get into the window? Yeah, OK.
OK, well, they thought they saw you there and thought it was kind of suspicious, which is--
I thought you said there wasn't another guy in there? MAN: No. OFFICER: Oh, geez.
Two. How many more are in there? So is there any more surprises in there? MAN: No.
Or maybe we should throw the dog in. Who else lives here? Who else is living here?
OFFICER: Nobody can talk-- OFFICER: Apparently, there's a grow operation inside.
MAN: Oh, yeah? OFFICER: Just you? This is a grow op. [radio chatter] What's your criminal record for, Cory?
Pardon me? What is your criminal record for, Cory? Assaulting a police officer. Assaulting a police officer?
I'm sure you'd like to hear that one. OFFICER: I've gone back inside to get ID in respect
to the rental agreement from him. And as soon as I stepped in, just an overpowering
smell of marijuana coming up the basement steps. I asked him straight, you got a grow operation here?
And he said, yeah, [bleep]. So I brought everybody out, detained the guys that were in there.
And I've gone and secured the house here now. And in the basement there, there's
a full blown hydroponic operation downstairs. This is the house that was entered
because of a possible B&E suspect inside. And we're just going to take a little look
to see what's in here. As you enter in here, there's quite a strong odor of marijuana emanating from the downstairs.
So you can see, this house is not what most people would consider themselves wanting to live in.
Basically, it's just for-- they come here, eat, and sleep, and leave. They don't like to spend too much time here, because they're
growing their marijuana. And it's not the best place to live. That front door is pretty well fortified.
All the windows are blacked out. They've got all heavy drapes on them so the neighbors can't see in.
Down this stairwell here is where the basement is. As soon as you walk in here, the odor of marijuana plants
is quite a bit stronger. Down here's where all the hydroponics and whatnot are in use.
Here, they use the heavy black plastic. Once again, you can see that all the windows are blacked out.
This, again, is just to make sure the neighbors cannot see in. As you can see, they really don't care how the place looks.
Everywhere you see is a black plastic hanging. OK, back here is where they have the actual grow operation.
We're not going to go in there too far, because it requires a bit of skill and technique, and touching,
and dealing with anything, because those hydroponic lamps are quite sensitive to being touched and can explode.
There you see the plants. And all the windows, once again, are blacked out. Over on the corner here, they have an exhaust fan, which
they use to let the fumes out. Bit of skill is put into doing this. And over on the wall, you can see all those wires and timers
hanging there that are just a real mismash of home wiring job that's just a fire waiting to happen.
You start off on what you think is a B&E in progress, and it turns out to be a cultivation operation.
So it's hard to say that what a call is is usually what it ends up. Most of the time.
It starts off as one thing. And then at the end of your investigation, it ends up being totally different.
[music playing] [music playing] We've got a call of a guy who says he was robbed, that he was sprayed with some mace,
possibly pistol whipped. After checking with the owner or the keeper at the front there,
he states that this guy said that he's lost his key. We apparently have a second reportee now
who states that this happened to him as well, but it took him two hours to phone in.
So we're just going to clear the room really quick and make sure everything's OK.
The one guy said he was pistol whipped. [chatter] I can get these two victims down in the parking lot here,
and let's just see what we can get going here. OK. I'll go back and get the other guy
and bring our car down anyway. Right now, you've been taken in the room, and you're on the bed, and you're straddled.
How long are you kept in the room? MAN: 10, 15 minutes. 10, 15 minutes before they leave?
MAN: Yeah. So a rather short period of time that you're in the room then. What goes on in the room?
MAN: They got my wallet. Which was where? Your back pocket. OK, and what happened then?
Then he said, oh, you got more money? I said, no, that's it. Like, I had maybe 40 bucks on me.
And he said, no, you've got to have more money. So I said, no. And then he smacked me around and said,
you've got to have it in your truck somewhere. And then they said, I'm not sure if this is before or after.
Then they started with my PIN number. He said give, me your PIN number, because I've
got a MasterCard and Visa. And I said, I have no idea what it is. I don't know it.
Then he started smacking me with the gun. OK. What was he saying while he was hitting you, besides,
just give me your PIN number? Was he threatening you at that time? Well, yeah. He said, I'll shoot your balls off.
I'll kill you. I know you got a PIN number. You're a dead man. He wouldn't go. And in the meantime, they're rifling through my things,
I think. And they found my address and stuff. And he said, well, we're going to shoot your wife.
I'm going to kill your wife. Did you hear a car leave when they left here? Did you hear them take off in a vehicle at all?
You didn't hear any vehicles running? No. OK. Now, in this room here when you were able to get away,
what did you first notice when you took the bag off your head? The first thing I did was wash my face.
And I blew my nose a couple of times. OFFICER: Did you see anything in the room that was out of the ordinary?
I'll tell you, I didn't really look that close. Nothing at all? No, it was just two beds that were made.
And that was it. Car is coming down now. And we can try to look for the girl and for the second guy.
We still don't have that second witness yet? No. Rick's going to the various locations.
He wants to remain anonymous. OK, I'm just going to get him to write out a statement.
Very much so. And then we'll go from there. Are you up to writing a statement? OK, this is going to facilitate things as best possible for us,
because, like we said, you're not the only one that this happened to tonight, and it happened to another person
as well. So hopefully, we'll be able to-- what I need you to do is I need you to fill out a statement
as in depth and chronological as what you just gave me about where you came from, approximate times.
Times are important as best as you can recall. OFFICER: In my professional track of opinion,
I think that is legal. MAN: It is legal? OFFICER: Under the motor vehicle act and regs.
Now, the only other possibility would be maybe Transport Canada Act regs or something.
But I can't find it. MAN: Is that considered a dangerous-- is that considered a danger--
No, he can have up to 50 kilograms before it becomes hazardous goods. MAN: Is that right?
Yeah, I've looked at every single angle. However-- --checked out by an inspection station.
They'd certainly take that off. Probably, yeah. That would be the only other thing.
And then we've got 703 of the regs with cut outs or parts removal from muffler systems prohibited.
So when they go to shotguns, instead of going on sound for decibel reading, go to exhaust system altered.
Now, you've got an offense. So we can do the guys with shotguns. This guy's exhaust looks OK to me, though, unless he's--
is that not connected? There's no baffles in this thing right here. So he's altered the exhaust?
No, he's just taken the baffles out here. Well, that's an altered muffler then. MAN: That's what I designed and put together.
It took me about three years. OFFICER: Is that a hard tail? MAN: No. OFFICER: Look at that.
I've never seen that before in a motorbike. MAN: It's a '93 U-build. I've been putting together for a while.
OFFICER: She's working that oil, I'll tell you. She rocks. Not that I would speed or anything.
OFFICER: What's this over here, this nitrous, eh? Yeah, it doesn't work. OFFICER: Really?
Why not? Just to set up for show. Just runs it for the shows. Just for good looks.
[engine rumbles] OFFICER: She's got baffle. [chatter] Well, they're small. [laughter]
You're not going to see me right now, eh? OFFICER: Maybe. Have a good one. [engine rumbles]
OFFICER: You guy's got the nitrous oxide tank here. The guys were inquiring whether this is legal under the regs
or any of the motor vehicle act traffic acts. As far as I can tell, I don't think I can find
an offense in addition to that. Even if I could find an offense, it's not connected
and he's purely put it on for show. So it's not really a concern of ours. He just obviously has it on there for the bike shows.
So that's about it on that one. We're going to check on the welfare of a male that's supposed to be in a sleeping
bag in the bushes. Somebody's been sleeping here. Got his hair dryer and everything in these carts.
Trying to catch some sleep? Yeah. Yeah? You're from out of town or? Yeah, I live down the East End.
East Vancouver? You're gonna pack up your stuff? Yeah. All right. [radio chatter]
No. OFFICER: Quite often in bush areas, you got squatters that have no other place to stay.
And in this instance, he normally lives down in a hotel down in Hastings in the Skid area.
He came in to Burnaby to pick cans, he says, and decided he was going to lay down for a sleep.
So we just got him to move on, head home. [theme music] Do you have the registration?
[radio chatter] MAN: Hey, hey. There's a bit of drinking going on in the car, wasn't there? - It was them.
I don't know. I just saw you hand a beer back to them. Yes, you did. I had one. Exactly, while you're driving, right?
Just coming one block from here. Well, two blocks. You ran a red light back there.
We're coming from Two Six. OK. Just step out of the vehicle. Just make sure there's nothing else but beer in here.
Just hold this for a sec. Thanks. [chatter] [arguing] MAN: Come on. Come on. No, no, no, man.
Come on. Put your hand behind your back. Just watch behind you. Watch behind me, because they're
going to shoot you, right. Would you do that? Got any weapons on you there, buddy?
Huh? MAN: Nothing. [chatter] OK, no. You understand what you're under arrest for?
For uttering threats to the bouncer and causing a disturbance. OK? Let's go. We'll get it. Come on.
Come on. [sirens] Jamie, you associated to a gang? I'm not. How long have you been in Canada?
I'll be hitting on a 29. Nine years. Nine years? You've had trouble with the police before, Jamie?
No? You have a criminal record. Do I? Yeah. What's it for? - Deferred. Deferred?
Is that what it's for? MAURA (ON RADIO): Do you need anything else? Maura, what's the record for?
MAURA (ON RADIO): Slight victor, B&I only, and subject related 2-0-9 for victor and driving.
Copy. Charged with assault before, Jamie? Yeah, I wasn't convicted, though. You weren't convicted, though?
OK. Well, what's going on here, Jamie, is your friend was uttering threats towards the doorman there and the employees of the nightclub.
I know that. And you guys were drinking beer out here in the public place. And you and your friends are all rather intoxicated.
So I don't know the status of the driver of the vehicle right now, but your other friend's
going to jail for the night. And I would suspect you're probably going to leave the area once we're gone here, right?
Right. Sounds good to me. 25.172. 50 bucks. And it's open liquor in vehicle and, oh.
Consume. Consume liquor public place. It's 42 sub 1. Consume liquor in public place.
It's 100 bucks. And I'll take the guy with me back to jail. And I'll book them in for 43.
And he threatened to shoot one of the bartenders here. Oh, really? Yeah, he was pretty hyper as soon as I pulled
him over there, basically. What's happened here is Constable Prue's observed these three suspects in the vehicle.
It was moving at the time. She observed them commit a traffic infraction. I believe she said they went through a red light
without stopping. She followed them to this point, at which time she observed them consuming open liquor in the vehicle.
So she challenged them. We identified them, queried them on our computer to discover that the three of them are gang members,
and that they're noted as being rather dangerous and possibly armed. Once they had left the area here, two of them
walked over to the corner of the bar here. They had a confrontation With one of the doormen.
At that time, the suspect we arrested indicated he had a gun and that he was going to shoot the doormen
if they didn't afford them access into the bar. And it was at that point that we affected their arrest.
And he'll be accompanying us. We'll incarcerate him for the evening and, perhaps, charge him with uttering threats.
And we'll issue this other fellow here a ticket or two for liquor violations. [music playing]
INSTRUCTOR: We're going to get a little role playing in this one. You're doing a vehicle check.
It's two clean cut males on a motorcycle. They're driving around town broad daylight without helmets
on. So you're gonna pull them over and give them a traffic ticket for no helmets.
To help you get into the role playing aspect, you'll hear when this scenario starts, the audio direction,
you'll hear your partner going, control, I'm checking the following vehicle. What I want you to do is talk over top of that.
So call me, sir. I'll be telecoms in 1069 with motorcycle ABC123. Here we go. NARRATOR (ON VIDEO): You have just
stopped a motorcycle with driver and passenger wearing no helmets. INSTRUCTOR: So give me a 10-69.
Copy that. OFFICER (ON VIDEO): I got two males on a motorcycle. INSTRUCTOR: Those plates are 10-10 right now.
When the ROs are done, we'll get back to you if I'm fine with the ROs. OFFICER: Copy.
INSTRUCTOR: OK, where you go, you deal with these guys now? You can head out and deal with these fellows.
Do your normal-- Hey, guys. Can I see your license and registration, please? License and registration.
[arguing] License and registration, please. [arguing] What's in your hand, buddy?
Drop what's in your hand. Drop what's in your hand. Drop what's in your hand now.
I'm telling you, drop the knife now. INSTRUCTOR: Excellent. Just have a look what you had in your hands there.
I didn't stop you quick enough, but here you're set up. It happens, right. Pepper spray's out.
What do you think about spraying the guy with the knife initially? Yeah, probably, is just--
I have the spray up for the other guy as he got much closer. INSTRUCTOR: Perfect reaction for the first guy.
And then, like you say as, soon as he pulled the knife, the first reaction is well, this, is what I got,
so I'll use it. INSTRUCTOR: Sure. And then you sort of think, probably not appropriate,
so you get this out. INSTRUCTOR: Excellent. No problem with that whatsoever. Don't get me wrong.
That's a multiple weapon scenario where he's dictated what you had to use. The pepper spray, if anything, is
a real good deterrent, if the wind takes it to him or something. But obviously, how do you think about your distance
from this guy? Yeah, it's tough to tell. I would have like to back up more, probably.
Even when the first guy came towards me, I should have backed up to the PC. INSTRUCTOR: Yeah, you're close.
The room environment really inhibits us that way because of the confines. But your reaction is excellent there.
The pepper spray comes out. And as soon as you were spraying it, you're going for your gun.
The option to deal with to control this situation best is to use your firearm. Is he going to be deterred by an aerosol can
or is he going to be deterred by the muzzle of your revolver? It's in his best interest to use revolver.
That's the best odds of de-escalating this situation is you controlling it with your firearm, just like you did.
You notice you started up in front of the car a bit. The longer he didn't comply with your commands,
the further back you moved, making distance. The louder you got, the lower you got,
and the more aggressive you became with your firearm. It was a classic reaction to it, multiple weapon.
If you had to shoot it, if you didn't realize it or not, you're spraying and you're going out,
and you're coming back to, like, he's not listening to me, your hand was coming together and you're
getting ready to shoot. And your trigger finger was on the trigger. These are the things you don't really
realize in the heat of the battle, but that's not a problem. It was a really good reaction.
Same thing. Do your 1069 through me. It starts out the same and goes a bit different.
NARRATOR (ON VIDEO): You have just stopped a motorcycle with driver and passenger
wearing no helmets. Bravo, Charlie, 1, 2, 3. 700, Copy that. OFFICER: Yes, sir, I got two males on a motorcycle.

Drop the [bleep] knife. I'm not kidding. - Go on, take it. OFFICER: Drop the knife.
INSTRUCTOR: Good work. You did everything you had to do in this case. Tactically verbalizing, legally everything else.
He just didn't want to follow your commands. You figured, the jig is up. I'm going to come at him anyway.
Again, your verbal reactions are elevating the longer he didn't do what you did with several curse words thrown
in there, which is, under the heat of the battle, that's normal. OK, there's your paycheck.
You're going into a bank now. You're going to cash your paycheck. NARRATOR (ON VIDEO): You and your partner
have unexpectedly come upon an armed robbery in progress. You're just kind of moseying along.
Going to cash your paycheck here. Don't move, man. [yelling] [gunshots] INSTRUCTOR: Good work.
Go pick your paycheck up, quick. [laughs] I'm glad to see you guys are getting rid of that.
One of the drills in this particular one is what I played earlier in the day about,
in the heat of the battle, what's in your hand. Yeah, and that happens a lot. But I'm glad to see you guys are getting
rid of it to do the shot. And every time you go to shoot, you go right down to the crouch, whether you're in cover or not.
So you make yourself a good, small target. We'll see how you did shot wise. There's some problems with that.
But if that's all you've done, then it's a habit you're used to, you're not going to change under stress. There's no doubt.
One of the problems is, if you do have to shoot and drop at the same time, it's a time element.
Your accuracy, sometimes, your shots go down with you. But it seems to be quick enough.
You're doing a quick enough that it's not a problem. OK, let's see how you did here.
Two hits. Two misses. Again, to keep track of the clock here in this one. I don't think you're out of the holster yet there.
6/10 of a second. You're out of the holster and placed around center of mass. It continues to boggle my mind how
little time this stuff happens in and how well you guys do. First shot, center of mass.
Right on. 6/10 of a second. Just over the ear lobe there. I'd call that a hit. Certainly, an owie.
And your last one right in there. So your last three shots were almost, if you drew a circle in the screen, one little
tight group, which is good. All in a minute, second, and a half. 1.5 seconds, four shots of your fired and two
of his in a second and a half. And that's from the holster. NARRATOR (ON VIDEO): You and your partner,
along with backup, have responded to a silent alarm at a warehouse. Your partner is about to brief you.
OK. Walk straight up. You walk down this side of the aisle. Just keep checking with me to make sure everything's OK.
The other guys are coming in from the back way. So we'll meet up with them halfway down the warehouse.
Keep your radio turned down. For Christ's sake, don't shoot me. INSTRUCTOR: OK. Look out. Look out.
Behind you. Look out behind you. Drop it. [gunshots] [shouting] [gunshots] SUSPECT (ON VIDEO): Don't shoot, man.
Don't shoot! - Drop it! Drop the-- INSTRUCTOR: All right, good work. That's good.
Four shots fired. Buddy was still continuing to fire two more. Lowlight situation, it'd be tough to tell
if your rounds were hitting. Four quick shots, then you could see the crowbar coming
up again followed by two more. So how would you feel about shooting rounds in such a dimly lit area when your partner
is near there and you're-- Well, yeah, but at the same time, if you don't fire them,
he's going to get some more. INSTRUCTOR: Exactly. It sort of comes with the job, unfortunately.
OK, so you hit him, again, 5/10 of a second, half a second in time. Your gun's out and up already.
Gives you the benefit for your action. And I think you two traded blows. I think you hit your partner as you shot him.
So that's excellent. OFFICER: We get lulled into a false sense of security sometimes in our job, because the vast majority of people
that we deal with, even in an officer violator contact, are for the most part polite and cooperative.
Or if they're not cooperative, they're at least manageable. This thing without making you paranoid
does bring back the fact that there are certain risks and certain inherent risks
that go with our job. And we have to be prepared and be capable of dealing with those if and when they do arise.
[music playing] OK, we just got a call of a man with a gun call. Supposed to be at Broadway and Quebec right now.
We're just a couple of blocks away from there. The suspect vehicle is a white Mustang.
Supposed to be coming out from the area of Broadway and Quebec right now. We're going to try to head up that way
and see if we can find it. I think I see the Mustang. Mustang's just coming out of Quebec and Broadway.
It's coming up from the restaurant just on the corner. And it's now northbound on Quebec coming right at us.
We're just going to do a U-turn here, see if we can get behind them. We're just behind him right now.
It looks like we might have a chase. We might have a chase. No, he's slowing down.
He's slowing down. Opening his door. He just dropped something on the ground there.
We'll go get it afterwards. Let's see if we can get him stopped up here. OK, we've got him stopped just around the corner here.
We've got a few units with us. We're going to try to do a code five takedown here.

Get out of your car with your hands in the air. Turn around slowly. Drop your cigarette and keep your hands in the air now.
Keep your hands on top of your head. Step away from the car. Turn away from us and get down on your knees.

All the way down. [yelling] Cuff him, Brink. [dog barking] Put your hands behind your back.
[dog barking] OFFICER: You're under arrest for possession of narcotic. You have the right to retain and instruct counsel without delay.
Do you understand that? If you can't afford a lawyer, a legal aid dealer can be provided for you free of charge
and explain the legal aid plan to you. Do you understand that? Do you understand your rights as I'm telling them?
- Yeah. - Good. Do you want to call a lawyer? - No. Good. You'll have that opportunity.
See, the only problem was I was driving right behind you when you threw this bag on the ground.
I wasn't throwing anything out of the car. I watched you. You're the only person in the car and it contains narcotics.
You're under arrest for possession of narcotics. I didn't throw anything on the ground.
It appears the white bag that he's thrown out of the vehicle contains a leafy substance that we believe to be cannabis.
Also containing numerous flaps of probably different types of either cocaine or heroin.
We'll have to determine that by some form of analysis. But my belief is that it'll be flaps of cocaine
and a bag of grass that he's thrown out the window. He's got a lot of money on him.
Yeah, he's probably a drug dealer judging by the way the flaps are put together and the way the marijuana is bunched up.
OFFICER: Wade, could you come in here? I thought you didn't want to say anything
to me without a lawyer. You have something you want to tell me? I don't know what you're talking about.
Any idea where this would come from? I don't even know why you guys stopped me. Why, where'd you find that, on the floor, on the street,
you try to blame it on me. I don't know if [bleep]. We were on our way to a man with a gun call that
was supposed to be around the area of Quebec and Broadway Street. The suspect. Vehicle was a white Mustang apparently leaving the area.
We just happened to be a block or two away and we observed the white Mustang coming out of the area
that we were supposed to be looking for. We started to follow the vehicle. He was going westbound on 8th from Quebec Street.
He's going at a slow rate of speed, not stopping, even though we had our emergency
equipment activated. And he slowly almost came to a halt, opened his driver's side door, and dropped
a white bag on the ground. We then followed him for another half a block where he was taken
down in what we call a code five vehicle stop due to the fact that we believed he may have a weapon in his possession.
It's all done for the safety of everyone involved. OFFICER: Hi, there. MAN: Hi. How are you? OFFICER: How are you doing?
MAN: Fine. In a hurry. OFFICER: What are you in a hurry for? MAN: My wife is freaking out.
OFFICER: Your wife's freaking out. Why is your wife freaking out? Because you've been at the bar all day?
