5,000 volunteers, a million flyers, and still no Mr. Cruel. After 13-year-old Carmen Chen was abducted, police
launched one of the largest manhunts in Australian history. They called it Operation Spectrum. Posters with
Carmen's face went up across Victoria. 5,000 volunteers distributed over a million pamphlets. Police knocked on
30,000 doors, fielded thousands of tips, and arrested 73 people. But not for kidnapping or assault. Those arrests
were referred to as ancillary arrests. And they were for things like CSAM, blackmail, and extortion.
Now, police do have DNA in one of the cases, but in the late '80s and early '90s, forensic technology was limited.
So, the focus remained on finding Mr. Cruel and Carmen. But it turns out she'd end up being
found. She'd been shot three times and buried. And Mr. Cruel? Still presumably free.
But 25 years after Carmen's disappearance, we get a peek behind the curtain when a journalist publishes
brand new information on that task force, Operation Spectrum. And in this publication, the Sierra
files, are revealed. And this is a list of seven suspects that more than two decades after Operation
Spectrum disbanded, still could not be ruled out. They had suspects. They had a profile. But to this day, no charges
have been filed. So, how does a predator survive one of the biggest manhunt in the country's
