we've got police officers all around your house smoke the door we get a fire this will be our next
customer right here please they decide to hurt themselves you're not going to because there isn't

we're heading to a possible hold up progress we have a citizen at a location the store at 13th and Glenn
who says that the store which is normally owned and run by a lady has three people males inside
ransacking it if I dealt 11 we're at 15th and Glenn okay hang on don't don't move in yet
don't move in yet okay we're not sure so uh let's get some people in the position here we've got
the place uh contained headboard okay we're coming out the back now okay they're coming out front
[Applause] and trails and ghost Keepers with them they're still in the front of the store

[Music] and we have poor in custody out front in the front of the store is now clear

okay the baby's got a heart condition what we have here is we have some juveniles who have held up the store and
held two Asian ladies and an Asian child at the back of the store while they've rifled cigarettes and products money
from the store we have four in custody who appears that we've got a stolen 4x4 Jeep also
we're just waiting now for wagon they all appear to be juveniles so we're gonna have to deal with them as that
Five Dot 11. I want that first ambulance for the elderly lady and her small child please
but could I have the second ambulance to have a look at Mr Cooper's leg and that will be a dog bite
that plate I gave you upon arrivals at Stone Papa kilo Tango five it came up as negative but it belongs to
Vancouver Jeep Eagle on Main Street good to get somebody in the floor to give them a call before they close and find
out [Music] as well um I guess I'm one of the members assigned to this one I'm probably going to have
to have another unit help me they when we first arrived here we surrounded the building and still yet
had no police officers understanding that we were we were here they were still filling
their pockets even though we were here and surrounded the building uh it went well the two came out the
back and one of them has been bitten by a dog the other two when we found it on the window at the front put some stuff
in some shelves which we'll go recover later and then they put up their hands and
opened the front door and gave up to us without a fuss and a fight we have an ambulance coming to deal with
one young fellow that's been bitten in the leg by the dog and we're just waiting for the dog to clear the
building make sure there's no other suspects and then we'll go inside and have a look and see what they've done
some quite interesting that we have yet to get the people in custody when the first
of the media start arriving on us and by the time we have people out we have more
camera Crews and photographers here than usually we know what to do with them sometimes beat us to the scenes of these
before we're here sometimes it's advantageous sometimes it's not let's let's go take a look at
the inside of this place we can go in thanks Lynn this is the room in which the Korean ladies and the small child
were held by one of the juveniles while the other juveniles thrashed the rest of
the building if you check the bedrooms and the living room and the hall as we come through you can see where they've
tossed everything aside they've opened up cigarette cartons thrown cigarette cartons around
they've they've thrashed the bedroom they must been looking for money and jewelry in here as well
see they've just broken furniture ruined the beds looks like they've been through the
drawers of the cupboards they've been through the ladies handbag here it's all over the
bathroom as you can tell you see they cut the telephone cord and taken the phone off the hook the phone's
been cut they've gone back behind here pulled cigarettes off destroyed the till this is where we saw
the juvenile from the windows filling his pockets with cigarettes trying to keep low
and I saw the elderly Asian lady in the green sweater come back out from here back in there so they must have had them
out here for a reason and once I knocked on the window out front the two juveniles put their hands in the air
walk down between the aisles and open the front door and gave themselves up to us without a fight
the other juveniles at the back weren't as friendly and one of them got bitten by the dog What's Happening Here is the
sergeant on location is now filling in the media on what we have and right at the moment it's not going to be a lot
because we're still in the middle of fixing this metal out we get ages on the forks
I don't have that information exactly I know that I I know they're all under 18 but I would say just by looking at them
they're somewhere between 14. yeah okay anything else uh not a thing the cameraman that got
kicked is okay right here okay you're no no broken bones yeah no that's fine it worked out okay
and you know it's tough to deal with these things but everybody did a good job and
um well yeah we uh these are the weapons that have been recovered from the vehicle or from the premise
what's interesting to note is that one of these weapons is the same kind and type of weapon that was
used earlier in a temporary in the 900 block of East 35 so it may be well that we have these parties for two robberies
at this point in time we've got two counts of PSP over Auto and a Robert and an attempt robbery so
we have two robberies two counts of PSP over Auto at the moment unlawful unlawful confinement
they held the family hospital they held an elderly Korean female her daughter and her granddaughter hostage while they
were ransacking the grocery store this is the second stolen vehicle that they used if you looked on the driver's
column you'd find it was the same as the Jeep what's interesting this one is they've got a great deal of white rope
down by the passenger seat now whether that was in the van when the van was stolen or something they brought
along to tie up hostages if there's need a rose is something we'll have to find out
this is a vehicle of choice with juveniles at the moment these little minivans it's like the Toyota minivans a
few years ago these little Caravans or the car of choice at the moment for juveniles to
steal and drive around in they're pretty experienced at this they realize that nothing much is going to
happen to them within the court system and they're going to be out doing it again very shortly
it's a an ongoing uphill battle to deal with juveniles they're as good at it as we are knowing what they're going to get
and what's going to happen to them and they're just not frightened [Music] we're going to a beanie in progress
suspects are running now it's at the 41st Avenue in Victoria Shoppers Drug Mart witness saw them go in they just came
out with orange garbage bags probably a beanie for cigarettes [Music] units have them running now
we're a bit of a ways off but we're just going to head up into the area for containment
we've got their dog squad on scene right now suspects are running westbound through
the houses we're gonna kill our siren just in case the units at a 10 will probably go into
quadrants and put their lights on hopefully we'll get these guys to go to ground
we're about 20 seconds away from the Shoppers now all right anyway [Music] yes [Music]

didn't I just seen you guys I was just walking across yally and I was trying to send this dog chasing me but why are you
running because the dog was chasing here oh please get the castle my arm my arm please I'm not gonna go anywhere

41st Avenue and Victoria Drive the suspects two suspects were seen coming out of the back of the store with
uh orange garbage bags I would probably be filled with cigarettes units responded took up quadrants
activated their overhead Emergency Equipment in hopes to get these suspects to go to ground
our dog Squad unit attended and we tracked from the back of the store recovered property that was taken from
the store two suspects were seen running North across 41st Avenue in between the houses
that time the one suspect that we have here was taken into custody by Constable cook he had crawled into a doghouse and
the dog had a really good track based on the dog handler evidence they'll be going uh to jail and being
charged with breaking in the suspects dumped their property here we've got the uh vehicle as well
this is one bag uh confirmed it's full of cigarettes hi the thieves steal this these things
because they're really easy to sell make a lot of money selling cigarettes downtown
at all the bars the carton here um we've got another bag here with some tools crowbar this was going to be their
getaway vehicle it's a crime vehicle it's a stolen car it was also used in another
crime I don't know if it was a b e or another type of theft but it was on file seen leaving the area from another crime
the engine was warm Constable Sheriff was the first unit on scene he went to the front
and when the report he noticed them coming out the back he quickly raced around to the back
and went up the lane but there's no one back here it was uh then that the dogs got the track and started to recover the
property this car will be towed in to our police garage for fingerprints and maybe if
these guys aren't too bright I'm sure they don't seem to be we'll get some prints outside of the car to let us know
who the second bad guy is we're on route to cover a unit that's following a previously reported stolen
car they're still following it waiting for additional cover units before trying to stop them primary objective is to
avoid having a vehicle Chase start so they're looking at having enough units in the area to be able to prevent the
vehicle running Westbound at about 55th westbound [Music] kilometers cancel the chase
became so excessive that it created a danger of the public and the policeman pursuing so it's been completely
pursuit's been called off generally under these circumstances we'll still stay in the area see if we
can pick him up again static area a unit came in behind a stolen car tried to pull it over it fled
and it's uh rather than running they dumped the car and took off one foot it's a separate stolen car that was
picked up south end of town they've dumped the car and taken off on foot so now we're going down and trying
to contain the area to try and hold the people into a confined area so we initiate a search and locate them right
now we've got units that are down in the area where the car has been dumped we're
at the end of the block where it's been dumped the parties ran on foot and there's possibility that one or two are
may have gone to ground in some yards within a block or two of the vehicle we're going to stand by the area of the
vehicle make sure nobody tries to make an end run to get back to it and get going again
try and locate the parties that are hiding in the yards [Applause] [Music] trying to find the dog and the Handler
because they've located party in one of the Yards yes we'll take a look there in a moment sir
thank you is that where he is got him right there [Applause] okay the owners suggested we check his
Greenhouse six eleven it's the rear of 7430. what's your name [Music] what's your record for Gary
um I have a long record sir I didn't I wouldn't have jumped in this phone car I wouldn't have been in it if I did if I
knew it was stolen I swear on the wagon uh freezer and uh standby right now we're still trying to sort it
out okay there's somebody in here let's get back out under the street so that [Music]
oh sir if you just get you to wait inside we've got our dog searched in the area
right now we got one in custody two more outstanding and the dogs have gone to the car that was dumped to get a plan
with a scent that's inside the car and then affect a track from there circumstances like this using the dog to
find the guys allows us to capture a lot more people than we would normally be able to catch without the use of the
dog their ability to follow the stand from the scene of the crime or the dump vehicle
along the route that the person's taken allows us to find them when they go to ground and they're hiding somewhere
frequently the location is done in areas that unless there was a lot of men hours and
personalities you would not have been able to find them I found that one guy yeah
after that he wanted to go along the side of the house is the trailers unlocked it was all right I haven't checked out
that trailer he didn't indicate that okay he was more interested in going down to the end of the fence which is
about a seven foot fence there there's lots of footprints lots of gravel Disturbed so the bad guys or a bad guy
probably did go over that part of the fence there uh where they went from that point we're in the lane I'm not picking
much up now the only thing I could think of is uh they made it into the park and
are virtually Home Free did you get mice in the way outside of the lane uh just on the other side of that fence they
went to through the lane this way eastbound on the other side of the fence he was real interested in the trees and
a Shrubbery there but uh we haven't found a bad guy in there so he's disappeared into the night in the
shadows you want to walk back up through the area where that guy went to see if things have settled down enough that
he's picked it up because if the one guy's in custody he's gonna he's still pretty cute about that guy being his
first dog case in his uh four day tenure out on the streets we're pretty proud of
him you're a good boy [Applause] get out now or the dog comes in and drags you out do it now do it now
good boy you stay right there'll be okay right counts without delay you know how
to replace the same thing maybe given an Evidence do you guys trainer on the first guy okay
six I go left [Music] possession of stolen property and initiating police pursuit you have
Rachel Cannon and his direct counts without delay you're not obliged to say anything anything you do see me give it
evidence you understand that a good boy all right stay where we are you got those guys
go sit down on the curb behind the police car come here sit down there sit down here face that way well we had
a stolen car that refused to stop for us tried to run Pursuit was initiated they
lost control of the car or dumped it and took off on foot policeman that was chasing was able to keep a visual on
them and and watch where they went the other units that came into the area have managed to contain the area and we
applied the police dog he was able to successfully capture all three parties that were in the vehicle
theft of Auto is a growing offense and it's one where we're running into stolen cars more and more
frequently and we're going to be making a lot of efforts to catch them and these
three guys were fortunate that they surrendered as quickly as they did once they were located by the dock because if
they continue to fight or try to run then the dog's gonna be sent to stop them and serious injury
can result if they're going to fight but they gave up after their initial stupidity of trying to run endangering
themselves and us and now they're all three off to jail [Music] what's your name just want to talk to

very drunk we took a bottle of whiskey off and it's about half consumed complain to him urinating in the parking
lot swearing at the customers coming in and out of the store here given how drunk he is and his conduct
we're concerned about his safety and the safety of others so we've called for a wagon we're going to put him in the
Paddy Wagon and take them down to detox where they'll be able to sleep it off and be observed by trained medical
people for about six hours at which point he'll be released from there from [Music]

deployed here out of Vancouver to Penticton and those 70 men make up what we call the e-division headquarters
tactical troops the only time will ever be really deployed is if the riot act is
red and that's only read once public order actually breaks down and we're then called in to restore order and
maintain the peace each one of the members carries a gas mask because the Civil disorder does break
down the last thing we want to do is see someone in the true perk or any member of the public hurt and so the least
means of force is the deployment of gas and we only use CS gas it's a non-toxic gas and we would use as it's very
uncomfortable but it's non-toxic and there's no long-term effects for it under the other than discomfort so we
would deploy gas and deploy as much gas as we feel necessary to disperse the crowd or push the crowd
back so that to an open area where the they can disperse without hurting themselves or without us having to
actually have physical confrontation with them this is the connection for my uh my helmet radio they can give me
commands over the radio through these speakers in the helmet these are specially designed boot for a
tactical troop they got steel toes a steel Shank and an InStep guard built in it's a
touch to the boot and the event that uh everybody starts trying to stomp this or
uh start selling heavy things at us it gives us some protection for our feet we're also heavily padded underneath
foreign [Music] and we'd anticipate using gas we wouldn't always have the gas mask on but
if we anticipated using gas we'd have these ready and on we're always cognizant of the
surroundings we're in for instance if we were on a street and there was a downstairs bar with 150 or 250 people in
it enjoying an evening and had nothing to do with the crowd that's outside we'd be rather devastating if we deployed gas
in the air conditioning system sucked that down into the crowd and gave them a real surprise so we do a surveillance of
the area and we Mark and are aware of on our Maps exactly where all air conditioning intakes are and
where it's safe to deploy gas and what the type of gas that we can deploy 95 of our function to be successful is the
training that we do so that we can operate in the dark we can operate in the heat we can operate under cover of
smoke we can operate under a cover of gas and work together as a real tight body
70 bodies working as one and thinking is one and they do that very well I have no
doubt and no hesitation saying that the division tactical troop is the best tactical troop of the RCMP in Canada

on Main Street being obnoxious not only with them but the other patrons on the street
he was placed in the cells here back in Penticton and caused some problems on the way back who's banging his head
against the silent patrolman screaming yelling and basically harassing not with myself but the
booking in Sergeant who's also here who's in place in drunk tank and again yelled and screamed until he decides to
sleep it off he'll be released in the morning you know born approximately six to eight
