On March 23, 1993, 19-year-old Carmen Van Huss screamed "Get off me!" inside her Indianapolis apartment for nearly 30 minutes. Her neighbors heard her cries through the thin walls, but no one called 911.
One person reported the disturbance as a noise complaint, and apartment management left Carmen a note reminding her to be considerate of her neighbors. Her father found that note just before he found Carmen's body.
